Dr. Enrique Segura

President & Chief Executive Officer

Dr. Enrique Segura has more than 30 years of experience managing large international companies providing services to governments. Previously, he served as President of Inspectorate Trade Services, company specialized in custom price verification, President and CEO SWIPCO USA, providing procurement services to governments, CEO of ICS Inspection and Control Services Ltd., a company established to provide governments with services designed to increase their customs revenues, and President and CEO of, an Internet company providing comparative price information through its website. He has worked as an economist for the Inter-American Development Bank and as a financial officer for industrial sector projects for the World Bank. Dr. Segura is a member of the Board of Directors of the Trust for the Americas of the Organization of American States, where he also served as President from 2000-2004. Since 1996, he has been the Honorary Consul of the Republic of Uganda in Argentina. He holds a Ph.D. in Economics and an MBA from Autónoma University, Madrid, Spain, and is a graduate of the Harvard Business School.

Securiport Erwin Flores

Erwin Flores

Senior Advisor

Mr. Flores has more than 35 years of professional experience, including 25 years in the management of government projects. Recently he served as Chief Operating Officer of Securiport and, before that, Chief Operating Officer of Alex Stewart International, where he directed and supervised government contracts for the auditing of minerals and precious metals. He has also been executive vice president of SWIPCO USA, an international procurement company and executive vice president of ICS Inspection and Control Services Ltd., a company established to provide governments with services designed to increase their customs revenues. Prior to that, Mr. Flores was responsible for the development of spacecraft operations systems for NASA and INTELSAT. He holds a degree in Physics from American University, Washington, DC.


Dr. Attila Freska

Chief Operating Officer

Dr. Attila Freska is the Chief Operating Officer (COO) of Securiport LLC and a recognized expert in the use of biometrics and predictive information systems for aviation security, immigration control, and border security management applications. Dr. Freska is regularly invited to speak on security matters at conferences sponsored by organizations, including INTERPOL, BORDERPOL, FRONTEX, International Air Transport Association (IATA), and Airports Council International (ACI).

Prior to joining Securiport, Dr. Freska held senior management positions in Europe, Asia, and the United States with various companies, including Johnson & Johnson, Deloitte Consulting, Owens-Illinois, and most recently American Capital. He has also started a number of entrepreneurial ventures and has supported numerous non-profit endeavors.

In addition to his private sector experience, Dr. Freska has taught courses in international business and financial management at various prestigious universities, including the University of California, Berkeley, the Middlebury Institute of International Studies, and the U.S. Naval Postgraduate School, and was the Assistant Dean for Undergraduate Studies in the Busch School of Business and Economics at The Catholic University of America in Washington, D.C.

A former Rotary Graduate Research Fellow at the University of Tübingen in Germany, Dr. Freska earned a Ph.D. in International Business from Corvinus University in Budapest, Hungary, an MBA from the Monterey Institute of International Studies, and BA from the California State University. Additionally, Dr. Freska is a Certified Management Accountant.


Federico Sanchez

Chief Financial Officer

A member of the Securiport team since 2009, Mr. Sanchez brings his broad knowledge of finance and his expertise in the areas of financial planning, reporting, taxation, restructuring, and stability services. His career includes management and key project roles in the telecommunications, technology, and industrial sectors for leading multinational firms such as British Telecom, the Knorr-Bremse Group, and the TeliaSonera Group. He has worked extensively overseas in Europe, Africa, and South America, and previously served as a Regional Director for Securiport in West Africa. Mr. Sanchez earned his MBA from the IESE Business School at the University of Navarra, Spain, and holds a Master’s Degree in Financial Analysis from Universidad Carlos III, Madrid, Spain, and a Bachelor’s in Accounting and Finance from Universidad Catolica de Cuyo in Argentina, where he earned the title of Public Accountant.


Denise Fancio

Corporate Treasurer

Since Securiport’s inception, Ms. Fancio has been responsible for the company budget planning and execution. She is also Securiport’s Corporate Secretary, performing board administrative functions. Formerly with Ciba-Geigy (now Novartis), in Sao Paulo, Brazil, she was responsible for preparing financial/economic analyses of prospective commercial and industrial clients. Ms. Fancio has also worked as a price analyst for ICS Inspection and Control Services Ltd. She holds a degree in Economics from the University of Sao Luis, Sao Paulo, Brazil, and studied Business Accounting at the Universidade Presbiteriana Mackenzie, Sao Paulo. She completed the Business Environment Session of the Harvard Business School OPM Program.


Marcelo Motta

Chief Technology Officer

Mr. Motta leads the technical division responsible for the development and implementation of the company’s identity management, immigration control, and profiling systems. He is also responsible for the company’s long-term technology vision. Mr. Motta has held executive positions within the information technology and service sectors for more than 10 years and has extensive experience working with governments and managing nationwide system implementations. Prior to working for Securiport, he was a systems designer for, an Internet company providing comparative price information. He has also provided technical solutions to Sprint Communications and the Inter-American Development Bank. He studied Engineering at UTN FRBA.

Nate Carpenter

Chief Software Architect

Nate Carpenter, Securiport’s Chief Software Architect has over 20 years of professional experience with multiple technology organizations, including Boeing and Raytheon among others, architecting and developing complex systems for the government and commercial customers. With a focus on agile methodologies for project management, architecture, and engineering, Mr. Carpenter has leadership experience on high-visibility programs with high-profile customer interaction, including technical business development, Research and Development, project leadership, and technical strategy development and execution. During his 20 year professional career, Mr. Carpenter has developed a strong technical background in Java, C, and C++, and has presented at users’ groups and technical conferences from topics ranging from Agile methodologies to Java development. Mr. Carpenter holds a Masters of Science in Computer Science from Johns Hopkins University, as well as a Bachelors of Science in Computer Engineering from Virginia Polytechnic Institute.


Judith Michalski

Chief Compliance Officer

Ms. Michalski oversees Securiport’s compliance policy, ensuring that the company adheres to US regulatory requirements and internal policies. She is responsible for identifying and evaluating compliance risks within the company and implementing controls to mitigate those risks. Ms. Michalski has been with the company since its formation, previously serving as the Director of Business Development. She has more than 20 years of experience and has worked for both private companies and non-profit associations. Much of her early experience was in the area of writing and communications. She holds graduate degrees from Northwestern University and The Catholic University of America.

Jose Carlos Cheble

Director of Operations

Mr. Cheble is responsible for all technical aspects of the start-up and operation of the company’s contracts, including the analysis, implementation, maintenance, and modernization of the systems, and the selection and management of the technical experts who integrate the in-country technical organizations. During his 40-year professional career, Mr. Cheble has been the Chief Technical Officer of, an Internet company providing comparative price information, the General Manager in Colombia and Argentina for SWIPCO, providing procurement auditing and pre-shipment inspection auditing services, and the Technical Auditor of the public power company of the San Juan Province, Argentina. He holds a degree in Electromechanical Engineering from the Universidad Nacional de Cuyo of San Juan, Argentina.

Charles Ulvert

Director, Central America

Mr. Ulvert, Securiport’s Director in the Central America region, has more than 30 years of professional management experience leading high-growth financial organizations and developing cutting-edge IT solutions that increase efficiency, reduce costs, and grow the bottom line. Prior to joining Securiport, Mr. Ulvert has worked as a management consultant for TMI Systems, and for the global accounting firm of Touche Ross (Deloitte). He served as the Director of LDC Trading for Latin American Financial Services (LAFISE), and as a Managing Director for MerCapital Inc. as well as Regional Director for Grupo Uno, and Grupo Financiero Promerica. He was CFO for Hencorp Becstone, where he was responsible for all technology, accounting, and HR operations for a group of five companies, and Executive Vice President for StateTrust Capital, where he developed strategic technology plans to support significant business expansion. Mr. Ulvert holds an MBA from Carnegie-Mellon University as well as a Bachelor of Science in Mechanical Engineering from the University of Texas, with a concentration in Operations Research.
